The AFAQY Consortium, under the leadership of AFAQY, is honored to submit this proposal for the Integrated Waste Management Ecosystem tender issued by BE’AH. This submission reflects our consortium’s unified commitment to advancing Oman’s environmental objectives through an intelligent, data-driven, and sustainable waste management framework aligned with Oman Vision 2040.

The proposed solution delivers an integrated digital ecosystem encompassing smart waste collection, IoT-based monitoring, AI-powered analytics, centralized data management, cybersecurity, and advanced operational control. Designed for scalability, transparency, and efficiency, it will enable BE’AH to achieve higher standards of operational performance, compliance, and sustainability across its waste management network.

As an OPAL-approved IVMS company, AFAQY currently manages a fully operational waste management system in partnership with Averda for the Muscat Governorate, overseeing more than 35,000 smart bins and 350 vehicles — a milestone achievement in Oman’s waste management sector. This operational experience serves as the foundation for the proposed nationwide model.

The consortium partners — AFAQY, Oman Data Park, Cyber Security Park, Jeel AI, and Delta Gulf — collectively bring extensive expertise spanning IoT infrastructure, cybersecurity, data hosting, artificial intelligence, and civil works. Together, they present a unified, locally anchored, and future-ready solution tailored to BE’AH’s strategic and operational requirements.

The architectural framework of the proposed Integrated Waste Management Ecosystem has been meticulously designed under the technical leadership and consultation of AFAQY’s in-house expert team, drawing upon years of proven experience in national-scale smart waste management, IoT integration, and AI-driven analytics. The architecture embodies a holistic and modular approach, ensuring interoperability, scalability, and long-term sustainability across all tiers of waste management operations — from generation to treatment, and ultimately, value recovery.

This architecture has been structured into three principal layers — Upstream, Midstream, and Downstream — complemented by AI intelligence, cybersecurity, hosting, and visualization layers, forming a fully cohesive ecosystem:

Upstream Layer – AFAQY SMART WASTE

At the generation and collection phase, AFAQY’s Smart Waste platform governs operations across municipal, medical, and industrial sectors, enabling real-time tracking, smart bin monitoring, optimized route planning, and compliance reporting.

Midstream Layer – AFAQY MARDAM

(In collaboration with MHD & Al Hinai)

The midstream operations are driven by the AFAQY MARDAM solution, designed to manage and automate transfer station workflows, treatment sites, and landfill logistics — providing data continuity and operational transparency between field and back-office systems.

Downstream Layer – Waste Trading Platform

(BIDBID + DARBEE)

The downstream stage leverages the Waste Trading Platform integrating BIDBID and DARBEE, enabling digitized waste value-chain transactions, logistics coordination, and reverse supply chain management to promote a circular economy model.

AI-Powered HSE Solution – AFAQY + JEEL

The architecture integrates an AI-based Health, Safety & Environment (HSE) layer developed jointly by AFAQY and JEEL, using computer vision and machine learning to monitor safety KPIs, compliance metrics, and site-level hazards in real time.
